Usually, they would offer some intelligence or compensation to the Theocracy in exchange for a peaceful exile to somewhere remote, or possibly, even migrating to the empire or other countries that were hostile to the Theocracy to stir trouble.

The Theocracy usually took on a more peaceful approach toward such surrenders too.
